ROLE STATEMENT:
The Local Public Health Unit (LPHU) initiative is to initially provide a decentralised COVID-19 case, contact and outbreak management function. GV Health will be delegated overall responsibility for the LPHU functions for the Goulburn Valley catchment area. In relation to COVID-19, LPHU functions related to case, contact and outbreak management will be as defined in the Local Public Health Unit (LPHU) Operating Model – Framework and Guidelines as published and shall be updated as required.
The LPHU will function in a hub and spoke model working with other local health services to achieve community engagement, appropriate handling of surge capacity and agility with local responsiveness. The LPHU catchment is defined by the postcodes already allocated to the GV Health PHU. It is envisaged that catchment boundaries may be refined as the LPHU Program is developed further.
It is further envisaged that the role of the LPHU and therefore the Medical Officer role will evolve to encompass more than a focus on COVID-19 and will include a comprehensive range of public health activities including immunisation, other communicable and non-communicable diseases, environmental health, population health and social determinants of population health.
The Department of Health (DH) Case, Contact and Outbreak Management (CCOM) division will continue to provide leadership, oversight, support and coordination across Victoria, ensuring that roles and responsibilities, governance and associated escalation tiering is in place.
Initially the LPHU team consists of a Clinical Director, Medical Officers, Operational Director, Team Leaders and Contact Tracing team and administration support.
