The Position

Illawarra Shoalhaven Local Health District (LHD) has a clinical partnership model with enhanced leadership accountabilities for Divisional Co-Directors and Medical Service Leads. An important aspect of this model is the Clinical Governance Council which leads improvement for the LHD, supported by sub-committees that are accountable for various key aspects of care.

The Director Medical Services (DMS) is a senior executive accountable, in collaboration with senior clinical and management colleagues, for ensuring delivery of quality clinical outcomes, District KPIs and strategic priorities. They are a key member of the District Quality and Governance Council, the Hub and Group executive teams, and other coordinating bodies.

The DMS participates in all decisions and accountabilities regarding the management of the Hub and Group that fall within their portfolio. This includes providing advice and exerting influence over the actual delivery of care and clinical services in collaboration with medical, nursing and senior operational managers. They contribute to driving the improvement, development and planning of clinical services.

The DMS provides oversight to systems assuring the quality of clinical care, including processes of adverse incident review and review of professional credentials, privileges and conduct.

The DMS is a key member of the Hub Executive Team and supports service leaders to implement effective and efficient operational management of medical clinical services across the Hub to ensure that the District delivers high quality care through the provision of clinical excellence and best practice in patient safety.

The DMS is a senior executive, whose responsibility it is to ensure there is full implementation and continued compliance with district quality strategies to ensure consistency of approach and practice. The role is accountable, in collaboration with senior clinical and management colleagues, for delivering quality clinical outcomes and as such is a key member of the Hub executive team in delivering district KPIs and priorities.

The DMS participates in all decisions and accountabilities regarding the management of the Hub and areas under their portfolio and this includes providing advice and exerting influence over aspects of the actual delivery of care and clinical services in collaboration with executive nursing management and senior operational managers.

The DMS will role model and lead a culture of excellence based on the organisation's values to ensure the organisation delivers safe and timely patient centered care. As well as the above direct responsibilities, the Hub DMS will provide support to the General Manager, Operations Managers, relevant Divisional Co-Directors and HoDs in the effective and efficient management of the Hub. Where required, the DMS supports medical workforce and educational/accreditation activities.

The DMS has the professional reporting line for all junior and senior medical staff within the areas under their portfolio, through the Heads of Department and Divisional Co-Directors.

Health Service

The Illawarra Network of teaching hospitals comprises four Hospitals: Wollongong Hospital, Bulli Hospital, Port Kembla Hospital and Shellharbour Hospital.

The Wollongong Hospital is the Illawarra and Shoalhaven’s major referral and teaching hospital and has bed base of more than 500. The campus, which incorporates the Illawarra Regional Cancer Care Centre, provides a comprehensive range of inpatient, outpatient and community-based services.

Wollongong Hospital is the largest of Illawarra Shoalhaven Local Health District’s eight hospitals and is the region’s tertiary referral hospital, which means it has the capacity to treat specialist and complex cases. Wollongong’s Emergency Department is one of the busiest in New South Wales with around 70,000 presentations each year.

The Hospital is closely affiliated with the University of Wollongong and the Illawarra Health and Medical Research Institute. An academic suite located at Wollongong Hospital supports both the Graduate School of Medicine and School of Nursing and Midwifery at the University.

Wollongong Hospital has recently undergone a transformation with greater than $110 million worth of capital works enhancements which included the construction of the Illawarra Elective Surgical Services Centre and the new multi deck carpark.

Essential Criteria

1. Registered Medical Practitioner with AHPRA

2. Fellowship of the Royal Australasian College of Medical Administrators (FRACMA) or expected to receive FRACMA in the next six months or other specialist recognition with significant relevant experience as a clinical leader.

3. Demonstrated leadership skills within a complex health service with the ability to motivate, inspire and organise staff to achieve organisational, program and professional outcomes.

4. Demonstrated ability and experience in clinical strategic planning and clinical leadership for the provision of programs, and services consistent with the responsibilities of the position.

5. Demonstrated success in driving improvements in clinical governance systems, accreditation and provision of healthcare services.

6. Demonstrated experience provision of clinical leadership, medical education and governance over medical workforce management

7. Proven ability to design and lead change initiatives with the purpose of enhancing the delivery of care to a diverse population in a public health setting. 8. Demonstrated ability to communicate, consult and negotiate with senior health professionals, management, staff and external interest groups and government agencies.
